U kontekstu globalnih istorijskih dešavanja u proteklom periodu može se primjetiti da je teorija i praksa vojne neutralnosti dala značajan doprinos razvoju kulture dijaloga, nenasilja i mira. U današnjoj Evropi postoji više neutralnih država, od kojih su šest članice Evropske unije tj. prosperitetne države visokih demokratskih standarda. Uvjereni da je vojna neutralnost najhumaniji, najracionalniji i najpromišljeniji spoljnopolitički izbor za Crnu Goru, kao i da ima najveći potencijal da pruži ubrzani demokratski i ekonomski razvoj (imajući u vidu unutrašnju političku dinamiku), grupa mlađih intelektualaca je u Podgorici početkom 2014. godine formirala nevladinu organizaciju Pokret za neutralnost Crne Gore – Movement for Neutrality of Montenegro (MNMNE) .

Područja društvenog angažovanja Pokreta uključuju informisanje javnosti o prednostima vojne neutralnosti kao pravedne i miroljubive spoljnopolitičke orijentacije, rad na edukaciji iz oblasti geopolitike i bezbjednosti, kao i praćenje i analize politika državnih organa Crne Gore, posebno Ministarstava vanjskih poslova i odbrane. Pokret ima kritički odnos prema ulasku Crne Gore u NATO, kao i aktuelnoj kampanji koja se vodi tim povodom, i ukazuje na pogubne posljedice koje bi uslijedile za crnogorsko društvo ukoliko bi Crna Gora ušla u taj ofanzivni vojno-politički savez. Pokret se zalaže za „preispitivanje i usklađivanje sa konceptom vojne neutralnosti svih dosadašnjih aktivnosti Crne Gore u domenu bezbjednosti i spoljnih poslova: učešće u mirovnim misijama UN-a i EU,  učešće u Partnerstvu za mir, učešće u Jadranskoj povelji, potpisivanje SOFA i član 98 sa SAD, sve ugovore o vojnoj saradnji sa drugim državama, kao i sa postojećim vojnim savezima“ (Građanska deklaracija o vojnoj neutralnosti Crne Gore, januar 2013).

Aktivnosti Pokreta uključuju organizovanje tribina, okruglih stolova, radionica, uličnih performansa i protesta, aktivnu medijsku i neposrednu komunikacija sa građanima i građankama, izradu stručnih i naučno-istraživačkih analiza iz oblasti geopolitike sa posebnim osvrtom na temu vojne neutralnosti, kao i povezivanje sa udruženjima koja baštine vrijednosti međunarodne saradnje, uvažavanja i jednakosti, solidarnosti, tolerancije i anti-militarizma u regionu i šire. Pokret se protivi diktatima velikih sila i licemjernoj politici „dvostrukih“ standarda u međunarodnim odnosima.

Djelatnosti Pokreta podržava značajan broj međunarodno priznatih intelektualaca i javnih ličnosti poznatih po svom humanističkom i progresivnom društvenom angažmanu. Oni sačinjavaju Međunarodni savjetodavni odbor Pokreta.

Moto Pokreta je – Crna Gora, mjesto povjerenja i pomirenja Istoka i Zapada.

MISSION STATEMENT

In the context of global historical events in the last two centuries, it is easy to see that the theory and practice of military neutrality made a significant contribution to the development of the culture of dialogue, non-violence, and peace. In today’s Europe, there are several militarily neutral states, six of which are the members of the European Union, that is to say, they are prosperous states with high democratic standards. Convinced that the choice of military neutrality is the most humane, the most rational, and the most thoughtful foreign policy choice for Montenegro, while it, at the same time, also offers the most potential for the accelerated democratic and economic development, a group of young intellectuals and public figures founded the non-governmental organization Movement for Neutrality of Montenegro (MNMNE) at the beginning of 2014 in Podgorica.

The areas of social engagement of the Movement include the public advocacy of the advantages of military neutrality as the most just and peace-oriented foreign policy orientation, the educational work on disseminating geopolitical knowledge and the monitoring and analyses of the policies of Montenegrin government institutions, especially the Ministry of Foreign Affairs and the Ministry of Defense. The Movement takes a critical standpoint toward the current campaign for Montenegro’s NATO membership, emphasizing the dangerous consequences for the citizens of Montenegro in the case of the actual membership in that offensive military-political alliance. The Movement is also committed to „the re-examination of all activities and policies undertaken so far by the government of Montenegro in relation to foreign policy, defense, and security issues, especially having to do with the peace-keeping missions, the Partnership for Peace program, the Adriatic Charter organization, the SOFA and the International Criminal Court – Article 98 agreements with the U.S. as well as all existing agreements on military cooperation with other states“ and demands that these activities and policies be aligned with the concept of military neutrality (Civic Declaration on Military Neutrality of Montenegro, January 2013).

The activities of the Movement include the organization of conferences, round table discussions, street performances and protests, the active media as well as direct communication with the citizens of Montenegro, and the publication of expert analyses in the area of geopolitics with a special attention given to the issue of military neutrality. The Movement actively cooperates with other movements and organizations committed to the values of international cooperation, solidarity, global tolerance and anti-militarism in Europe and beyond. The Movement is strongly against the dictates of any Great Power and the hypocritical policy of „double standards“ in international relations.

The activities of the Movement are supported by the significant number of well-known intellectuals and global public figures known for their commitment to human progress and world peace. Some of them are also members of the International Advisory Board.

The main slogan of the Movement is – Montenegro, the place of reconciliation and trust of the West and the East.
